Formerly known as the 1033 Program, the U.S. Department of Defense Law Enforcement Support Office (LESO) Program permits the Secretary of Defense to transfer excess Department of Defense supplies and equipment to state and local law enforcement agencies for use in their law enforcement duties. This property is procured at no cost to the agency with the exception of any shipping or transportation costs. The type of property available includes, but is not limited to, tactical gear, vehicles, watercraft, weapons, night vision, exercise equipment, office furniture, clothing, and other miscellaneous items. “From paperclips to airplanes”. All equipment must be strictly accounted for. When no longer needed, agencies must request permission for turn in, transfer, or disposal.
Agencies must request participation in the program through the Governor appointed State Coordinator. Wisconsin Emergency Management is the State Coordinator for the LESO Program for the State of Wisconsin. The Coordinator will facilitate the application process with the Federal Law Enforcement Support Office.

Application Process
For Law Enforcement Agencies (LEAs) to qualify for entry into the 1033 program, they must meet all three of these basic criteria:
- Is the agency’s primary function the enforcement of laws?
- Are the agency’s officers compensated? (Agency must have at least one full-time officer)
- Do the agency’s officers have the powers of arrest and apprehension?
If all three prerequisites are met, LEAs are eligible to participate in the program. In order to enroll for participation in the program, please reach out to the State Point of Contact, listed below, for the appropriate forms. These forms will include, at a minimum, a State Plan of Operations (SPO) and Program Application. Occasionally, other paperwork may be requested depending on the situation of the inquiring agency.
The State Plan of Operations (SPO) is based off the Memorandum of Agreement (MOA) between the State of Wisconsin and the Defense Logistics Agency’s Law Enforcement Support Office (DLA LESO). The requirements in the MOA and SPO are primarily determined by DLA LESO.
The Information from the Program Application will determine the quantity of items an agency will be allowed to obtain, based on the agency’s number of budgeted officers. The Application should be kept current and updated when agency changes occur, such as a change in LEA Screeners or a changed Chief Law Enforcement Officer (CLEO).
Annual Enrollment Fees to be paid to WEM are determined based on an agency’s total value of controlled property on their property book. This is calculated using the Original Acquisition Value (OAV) as based on the National Stock Number (NSN) of all controlled property, which is advertised when an LEA requisitions property. WEM will invoice agencies who owe annual Enrollment Fees on April 1st, 2026. Beginning in 2027, agencies will be invoiced on July 1 each year. Current Enrollment Fees are as follows:
Total Original Acquisition Value (OAV) of Controlled Property in Assigned Status by Agency = Annual Enrollment Fee Owed (EF)
- OAV $0-$99,999 = $0 EF
- OAV $100,000-$249,999 = $150 EF
- OAV $250,000-$749,999 = $250 EF
- OAV $750,000+ = $400 EF

Procurement & Inventory
Participating LEAs in the LESO Program can acquire excess Department of Defense (DoD) Property through a federal database – RTDweb. Equipment available through RTDweb includes clothing and office supplies, tools and rescue equipment, vehicles, aircraft and watercraft, and rifles and other small arms. There is no cost for the equipment, but LEAs are responsible for shipping and transportation costs for the equipment.

Controlled Equipment Information
Controlled Equipment includes firearms, armored vehicles, aircraft, and other tactical equipment. In order to be approved to procure categories of high-value controlled equipment, equipment request forms must first be submitted to LESO through the State Coordinator’s office.
