Nonprofit Security Grant
The Nonprofit Security Grant Program (NSGP) provides funding support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attack. The intent is to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies.

All application packages must be submitted via email to NSGP@widma.gov. A complete application package will include an Investment Justification (IJ – must be in original format), Vulnerability Assessment, and a Mission Statement (on letterhead). NSGP 2026 applications are due by 11:59pm on 7/15/2026. Please contact NSGP@widma.gov with any questions.

Glossary of Terms
FEMA: Federal Emergency Management Agency. FEMA is the federal agency administering the NSGP.
IJ: The Investment Justification is the name for the application form that is submitted from the nonprofit agency to WEM and then to FEMA. The IJ is a PDF document, which is linked above.
NOFO: Notice of Funding Opportunity. This is the guidance that explains the grant process, deadlines, eligible applicants, eligible expenses, requirements of the application, and terms and conditions of the grant award.
SAA: State Administrative Agency for a grant. In this case, that is Wisconsin Emergency Management (WEM).
Sub-applicant/sub-grantee/sub-recipient: Each is a different name for the nonprofit that is applying for or receiving a grant award from the SAA.
WEM: Wisconsin Emergency Management is a division within the state agency, Department of Military Affairs. DMA is the designated State Administrative Agency for the NSGP. WEM staff are the points of contact for the NSGP in Wisconsin.
