All-Hazards Planning
Wisconsin takes an all-hazards approach to emergency planning and preparedness by developing a comprehensive function-based emergency response framework that can be activated across a spectrum of types of emergencies. The goal of all emergency planning is to create systems to ensure that responders from multiple services, sectors, jurisdictions and levels of government can effectively communicate, coordinate and integrate their efforts.
State Planning
The Wisconsin Emergency Response Plan (WERP) is a guide to help the state prepare for and manage emergencies. WEM is responsible for creating and maintaining this plan.
The WERP shows how multiple agencies work together to manage the state response. It also provides how the state can request federal disaster assistance.
This plan is divided into Emergency Support Functions (ESFs) that focus on a specific type of support. These functions ensure a quick and coordinated response.
